Views about how rural issues can be best managed nationally, regionally and locally giving a comprehensive picture of the complexity of the interactions which are necessary if rural interests are to be properly looked after.

This RuSource briefing is taken from a paper prepared by the Commission for Rural Communities (CRC) to help Defra and others with an interest in rural issues, to think about how these can best be managed,nationally, regionally and locally, in the future. It gives a graphic picture of the complexity of the interactions which are necessary if rural interests are to be properly looked after.

About CRC

The Commission was established in April 2005 and became an independent body on 1 October 2006, following the enactment of the NERC Act

Our role is to provide well-informed, independent advice to government and ensure that policies reflect the real needs of people living and working in rural England, with a particular focus on tackling disadvantage.

We have three key functions:

Rural advocate:
the voice for rural people, businesses and communities

Expert adviser:
giving evidence-based, objective advice to government and others

Independent watchdog:
monitoring and reporting on the delivery of policies nationally, regionally and locally

 Rural Target Fund - RMT is designed to provide targeted financial support over a three year period - 2006/07 - 2008/09. This package, the “Rural Target Fund – RMT” will provide £10,000 of capital funding per year for the next 3 years starting in 2006/2007 for each RMT and MTI town identified within the Sub-Regional Investment Plan.

The Rural Housing Trust, a registered charity (reg. 270 213) established in 1976, provides affordable housing for local people in small villages in England. The Trust work in close partnership with Parish Councils to ensure housing developments are designed to meet the housing needs of the local community. Developments are small-scale, include both rented and shared ownership housing and the houses are reserved for local people. The Trusts website give further details. Includes the regulation Disability Discrimination Act


The local provision of facilities for disabled people
The Disability Discrimination Act characterises disability as follows:
• there must be a physical or mental impairment
• the impairment must adversely effect the person’s ability to carry out normal day to day activities
• the adverse effect must be substantial
• the adverse effect must be long term (meaning that it has lasted or is likely to last for more than 12 months).

Access for disabled people to transport is as important in rural areas as it is in our urban environment. The Disabled Persons Transport Advisory Committee (DPTAC) is the independent statutory adviser to the Government on the transport needs of disabled people in England, Scotland and Wales. Over the last year we considered the problems faced by disabled people living in, or visiting, rural areas.

This Defra document serves to bring together the key information needed to start the Rural Stress Action Plan on a sound basis and to convey that information to all concerned with the plan. It will be reference document throughout the life of the Rural Stress Action Plan and will be updated and reissued if any changes are made to the aims, objectives or outputs of the Rural Stress Action Plan. The Rural Stress Action Plans aim is to work in partnership to deliver support to make a difference to those in distress in rural areas of England.
